Collecting used textiles in Augsburg City
bifa assisted the City of Augsburg with the adjustment of the invitation to tender and the organisation of the used clothing collection, which became required due to the coming into force of the Circular Economy Act (Kreislaufwirtschaftsgesetz). Changing market conditions and market players, as well as amended and legal framework conditions partly more specifically defined, had often proven to be difficult to implement in practice. The consequence was increased potential conflict of the stakeholders. In Augsburg, as a non-profit collector, the “Hoffnung” (hope) campaign provides the used clothing containers. Other non-profit participants have expressed their interest. A commercial collector had already sued the city for the issue of a special use permit for collection bank areas. The case was dismissed in the first instance, with the condition that a new concept be drawn up, taking into consideration current legal contract award issues. With the help of bifa, a “one stop” concept was worked up for the collection of used textiles on public land within the city area of Augsburg. The city area of Augsburg is divided into three areas, where in one area special privileges can be awarded to non-profit organisations under a service concession competition. The remaining sites can also be awarded to commercial collectors as a service concession in two lots. Among other things, for the contract award procedure, we advised that certain sustainability criteria of the City of Augsburg be used as the contract award criteria.
