In this regard, the collaborative project of bifa and the University of Munich, funded by the Federal Ministry for Education and Research (BMBF) takes the position that the turnaround of energy policies cannot be solely limited to initiating “more” of everything – more energy saving, more energy efficiency and more renewable energy. Instead, the project consistently followed the idea that it should also examine the local coordination of energy systems with demands of the users, peculiarities of the energy systems, settlement structures and legal framework conditions, in order to identify and implement socially compatible and eco-efficient solutions for the respective regions.

In the urban area attention was paid to housing and, in particular, the energy consumption behaviour of private households before and after energy modernisation measures and the concern of different social groups facing rising energy prices or “cold” rents (rent excluding service costs) rising due to renovation and modernisation. By contrast, in the urban area the focus was on the participative development of suitable local turnaround of energy policies projects, in which eco-efficient concepts accepted by the population, such as innovative local heat solutions (including those based on industrial waste heat) were developed and some were able to be implemented.
