Kreisabfallwirtschaft Heidenheim extends its green waste activities in the disposal centre

The various notifiable changes required formal documents to be drawn up within a very short time, which then had to be agreed with the supervisory authorities and submitted to the approving authorities.

History

The origins of composting in Mergelstetten go back to 1969. At that time a company built a composting plant with in-line residual material incineration on behalf of the town of Heidenheim. The present day composting plant has been on this site since 1995. Operation of the plant was approved under the decision to adopt the urban land use plan made by the Regierungspräsidium Stuttgart in 1994 and the notification received in 1996 under the immission control approval procedures for the erection and operation of the Heidenheim-Mergelstetten disposal centre. Of the original plant built in the nineteen-seventies, the weighing building with the employee welfare rooms, the machinery building and the turbine hall.

More green waste and legal framework

Changes in the quantities handled, with significantly larger volumes of green waste and changes in the legal framework conditions have resulted in a need to adjust the operating modes and equipment of the disposal centre. The central point in the adjustment of the permit is the composting of green waste in open mounds. Apart from preparing documents for the supervisory authority and proposals for practical and permit-compatible operation the air hygiene aspects were also dealt with. An exception is the immissions forecast for odour, which was prepared by an external engineering consultancy.

Project at bifa

At the end of January 2015, bifa Umweltinstitut was engaged to determine the scope of documents required. A visit was made to the plant during which all points relevant for the change approval were assessed and existing documents on the current approval status were examined. After consulting the Regierungspräsidium Stuttgart and agreeing the procedure and necessary scope of approval documents, at the end of February the starting signal was given for preparation of the approval documents. At the end of May the documents were submitted to the approval authorities for appraisal.
